More than $9 million of Department of State money has been funneled through the Peace Corps to a nonprofit foundation started and run by Secretary of State John Kerry’s daughter, documents obtained by The Daily Caller News Foundation show.
The Department of State funded a Peace Corps program created by Dr. Vanessa Kerry and officials from both agencies, records show. The Peace Corps then awarded the money without competition to a nonprofit Kerry created for the program.
Initially, the Peace Corps awarded Kerry’s group – now called Seed Global Health – with a three-year contract worth $2 million of State Department money on Sept. 10, 2012, documents show. Her father was then the chairman of the Senate Committee on Foreign Relations, which oversees both the Department of State and the Peace Corps.
Seed secured a four-year extension in September 2015, again without competition. This time, the Peace Corps gave the nonprofit $6.4 million provided by the Department of State while John Kerry was secretary of state.
Seed also received almost $1 million from a modification to the first award, as well as from Department of State funds the group secured outside the Peace Corps.
The Peace Corps program – called the Global Health Service Partnership (GHSP) – sends volunteer physicians and nurses to medical and nursing schools in Malawi, Tanzania, Uganda and Liberia, according to Seed’s website. More than 40 clinical educators worked at 13 sites in the 2014-2015 program.
Kerry and government officials colluded to launch the program and ensure that Seed would get the contract.
“Vanessa, Buck, and Sarah are meeting with Ambassador Goosby on the morning of 9/16/11 to discuss next steps for the GHSP,” said a memo from September 16, 2011 – one year before Seed received its first award. “Conversations with OGAC leadership confirm that Ambassador Goosby is very supportive of the initial proposal.”
The memo was referring to Peace Corps Directors Buck Buckingham and Sarah Morgenthau and Ambassador Eric Goosby, who then headed the Office of the US Global AIDS Coordinator (OGAC) – the State Department office that later funded GHSP.
A meeting one month later unveiled the strategy to send tax dollars to Seed.
“The public funding to start the GHSP is secured, it will come from OGAC through [Peace Corps] to support core HQ and field based activities, and to develop a sub-agreement to provide support to the foundation for contributions for their work in this partnership,” minutes from a Nov. 18, 2011, meeting said. The “foundation” refers to Seed, which was then called the Foundation for Global Health Service.
Officials in that meeting also assured Kerry that she would not have to compete with other groups for Department of State funds.
“Buck obtained clarity of the mechanism by which federal money will be provided to” Seed, the minutes said. “The process can be fast tracked and non-competed through a specific grant mechanism.”
Meanwhile, the State Department buried its intent to transfer funds to the Peace Corps in its required congressional notification.
“The GHSP is a smaller line item in a multi-page document with multi-million dollar programs,” minutes from the November 2011 meeting said.
Seed received its first award less than one year later. Peace Corps later provided another nearly $900,000, noting it underestimated the program’s expenses, especially travel and salary costs.
It’s unclear when that modification was added, but Kerry drew a salary from Seed for the first time in 2014. She was the only officer listed on the nonprofit’s 990 tax form to receive compensation – some $140,000 for a reported 30 hours per week.
Discussion about the $6.4 million extension also provides questionable details. Peace Corps officials noted that contracts could not extend beyond five years and considered competing the next award, but decided they would “go forward with sole-source option if mandated by OGAC,” minutes from a July 17, 2014 meeting said.
Ultimately, the extension was awarded without competition on Sept. 10, 2015. It’s unclear why the Peace Corps violated its five-year policy by giving Seed seven years of non-competitively awarded funding.
Peace Corps justified the decision to forgo competition by arguing Seed was already burrowed into the program, and that replacing it out would cause problems.
“As such, if a cooperative agreement were to be awarded to a new partner, applicants that were recruited and vetted by Seed may be unable to be placed in the field,” a Sept. 10 2015 document stated. The document further noted that “Peace Corps has been unable to identify any potential partners which satisfy the needs of the GHSP program” other than Seed, which was created based around the program’s needs.
Seed spokesman Mark Marino denied any conflicts of interest, telling TheDCNF:
No conflict of interest exists in our partnership with Peace Corps and the US government. Dr. Vanessa Kerry is primarily employed by and paid through Massachusetts General Hospital and Harvard Medical School. Dr. Kerry receives no financial compensation from the Peace Corps or US government. Funding from the Peace Corps, an independent agency in the federal government, represents about 27% of Seed’s total $6.3 million budget this fiscal year.
Marino also claimed that “Seed is the only organization that provides debt repayment for US doctors, nurses, and midwives to serve internationally, something Seed does entirely through private philanthropy. Seed specifically works in the areas of medical, nursing and midwifery education focused on human resource capacity building, making it different than many other non-government organizations.”
A Peace Corps spokesman who demanded anonymity told TheDCNF that the “Peace Corps is proud of the continued work we have done in collaboration with Seed Global Health and the President’s Emergency Plan for AIDS Relief (PEPFAR) to send qualified health professionals abroad to teach and expand clinical capacity.”
“Since the agency’s early years, Peace Corps has sought to improve health outcomes in the countries it serves. The Global Health Service Partnership is an innovative continuation of the Peace Corps’ commitment to global health.”
Department of State spokesman John Kirby told TheDCNF that “there is absolutely no conflict of interest here. Secretary Kerry played no role in this decision making while in the Senate or subsequently while at the State Department.”
Kirby said “Kerry’s work on the Senate Foreign Relations Committee allotted funding to PEPFAR generally — not directly to this program. Using funds appropriated by Congress for PEPFAR, the State Department directs funds through an interagency process to seven implementing agencies.”
“The Peace Corps recommended the GHSP for funding support, and approval of that support went through the standard interagency budgeting and review process. California Governor: We Will Use Coronavirus To ‘Reimagine A Progressive Era’
California Governor Gavin Newsom says coronavirus is an ‘opportunity for reimagining a more progressive era in American policy.’
He was asked by a Bloomberg News reporter if he saw “the potential, as some others in the [Democratic] Party do, for a new progressive era, if you want to call it that, in national politics and policy and whether there’s the opportunity for additionally progressive steps … on the national and state level.”
Newsom’s response, according to the California Globe, was that “the governor admittedly gave a long-winded answer which culminated in, ‘yes,’ admitting there is political opportunity born out of the pandemic. ‘There is opportunity for reimagining a [more] progressive era as it [relates] to capitalism,’ Gov. Newsom said. ‘So yes, absolutely we see this as an opportunity to reshape the way we do business and how we govern.’”

DOJ Says AG Barr was ‘Appalled’ at Laundry List of FISA Warrant Errors and Abuses
The magnitude of the mischief is simply overwhelming.
Amid all the uncertainty and calamity surrounding us, there is still an ongoing investigation into reports of abuse by the FBI during the 2016 presidential election. Of course, much of this news has been buried by the apocalyptic dread concerning COVID-19, but, make no mistake, the latest developments are heavy.
It all began with the FBI in 2016, which feels like it was over a decade ago at this point. The Bureau was, for some reason, tasked with investigating the campaign of then-candidate Donald Trump on the rumors that he was somehow working with the Kremlin. In order to gather supposed evidence of this, the FBI would need to be granted FISA warrants to spy on the campaign itself. Their method of obtaining these warrants included citing the controversial document known as the Steele Dossier, which contains unverifiable rumors about Donald Trump’s alleged preference for unsanitary sex acts in the presence of prostitutes in Moscow.
The dossier was bankrolled by Democratic operatives, including Hillary Clinton, and the salacious rumors contained have been traced back to rumors once printed in the Wall Street Journal decades ago.
Now, as an investigation into this wildly inappropriate misuse of the FISA courts continues, both the Attorney General and the Inspector General are expressing grave concerns about the process.
Inspector General Michael Horowitz released a report in December which found that the FBI included “at least 17 significant errors or omissions in the Carter Page FISA applications and many errors in the Woods Procedures” during its Crossfire Hurricane investigation of the 2016 Trump campaign. After releasing the report, Horowitz said that he would conduct a further investigation to see if the errors identified in the Page application were widespread.
Just how bad was it?
“The concern is that this is such a high-profile, important case. If it happened here, is this indicative of a wider problem — and we will only know that when we complete our audit — or is it isolated to this event?” Horowitz told lawmakers during a Senate Homeland Security and Governmental Affairs Committee hearing. “Obviously, we need to do the work to understand that.”
Horowitz’s office said in a report released Tuesday that of the 29 applications — all of which involved U.S. citizens – that were pulled from “8 FBI field offices of varying sizes,” the FBI could not find Woods Files for four of the applications, while the other 25 all had “apparent errors or inadequately supported facts.”
Apparently, Attorney General Bill Barr was no fan of the findings either.

Infamous California Congresswoman Calls Trump ‘Incompetent Idiot’
This is not the time, Congresswoman.
In these trying times – an era of global crisis – those who despise President Trump have ceaselessly lambasted him with anything and everything that they can muster.
The “resistance” is still in full effect during the COVID-19 global pandemic, with many of the usual suspects taking time out of there day to distract from the task at hand, in favor of scoring political points during an election year.
That’s not to say a President can’t be criticized or questioned during a time of crisis, but these heavy times require sharp critiques, not pedantic pageantry.

House Speaker Nancy Pelosi made the “most shameful, disgusting statement by any politician in modern history,” Senator Lindsey Graham said today.
Sen. Lindsey Graham, the chairman of the Judiciary Committee, criticized Pelosi after she railed against President Trump’s response to the coronavirus pandemic.
Pelosi said: “His denial at the beginning was deadly,” and as he “fiddles, people are dying” during an appearance on CNN’s State of the Union.

John Kerry Profanely Curses Lone Congressman Who Voted ‘No’ on Virus Relief
President chimed in as well, calling the publicity stunt the work of a “third rate grandstander”.
First, the good news is that the federal government has passed an enormous, $2 trillion economic relief package aimed at helping Americans survive the coming economic downturn caused by the coronavirus pandemic. The bad news is that one of our elected officials exploited the legislative process to make a political point.
Here’s how it went down:
The House initially planned to pass the coronavirus stimulus package by unanimous consent or voice vote with a skeleton crew of legislators present in order to minimize the risk of spreading the coronavirus among its members. The body, under its rules, can pass legislation by unanimous consent – with no representative in the chamber objecting – or a voice vote — an exercise in which those for and against a bill yell yea or nay, and the loudest side wins.
But either method can be shut down by a “point of order” from a member who could argue a lack of quorum, meaning less than half of the House’s total members are present in the chamber. At that point, it would need at least 216 total members present to hold a recorded vote.
Massie has indicated to House leaders, despite significant efforts from Republican leadership, that he may force a recorded vote by suggesting the lack of quorum. House leadership is also concerned a handful of other members –Republicans and Democrats – might be considering taking the same action.
That threat forced several elected officials to travel back to DC in order to vote – an unnecessary risk to health and resources.
President Trump was quite unhappy with the move.

Then came John Kerry, former Secretary of State, to pile some additional shame on Massie.
“Breaking news: Congressman Massie has tested positive for being an a–hole. He must be quarantined to prevent the spread of his massive stupidity,” Kerry tweeted. “He’s given new meaning to the term #M-sshole.”
Kerry added: “Finally, something the president and I can agree on!”
The Commander in Chief acknowledged Kerry’s take.

We should allow this brief bit of profane bipartisanship to guide us in these troubled times, because if John Kerry and Donald Trump can agree on something, then Americans can come together to defeat this dastardly COVID-19.
Trump Approval Rating Takes Unexpected Turn in Nation Crippled by Coronavirus
One would think that we cooped up Americans, stressed as ever as to how long we’ll be confined to our “social distancing”, might be angry at the world. But we’re not.
Some of this ironically hopeful sentiment comes from knowing that, when the chips are down, US citizens unite. Instead of bickering and dividing, a great many of us shove the national electorate into a grandiose, higher life-form. We’re no longer Americans but, instead, we are America herself.
And, despite what you may see on the evening news, or on the surface of the mainstream media, this cohesive unit is rooting for President Trump’s success with everything that we’ve got.
So far, we like what we’re seeing.
President Trump’s job approval numbers are surging to the best figures of his 3.5 year-old presidency.
According to the RealClearPoltiics poll of polls, Trump’s approval rating sits at a very healthy 47 percent, beating his previous record of 46 percent by a full point.
What’s more, Trump’s disapproval rating dipped to 49.5 percent, his best showing since February of 2017, the month after he assumed the presidency. In fact, this is the first time his disapproval rating has been below 50 percent since February of 2017.
Here’s some context…
Ten days ago, Trump’s average approval rating was three points lower at 44 percent, while his disapproval rating was 3.5 points higher at 53 percent.
In just a little over a week, Trump’s numbers have improved by a net 6.5 points.
You see, he’s not my President when times are well and angst is all that the left has. But when we’re backed into a corner, all of that partisan lip flapping goes right out the window.
Nancy Pelosi’s Daughter Tweets Support of Neighbor Who Assaulted Rand Paul
This was simply incorrigible.
So much for Americans sticking together in this time of need.
While teamwork may be the name of the game for many during the COVID-19 crisis, there are some rather apparent gaps in that thinking – particularly in the realm of American politics. Of course, some of the issue seems to stem from the “resistance” and their undying devotion to disrespecting The Donald.
But there are other targets out there as well, including Senator Rand Paul who recently tested positive for the deadly virus. House Speaker Nancy Pelosi’s daughter Christine took an ugly cheap shot at Paul on Twitter this week.
Christine Pelosi, a political strategist and daughter of House Speaker Nancy Pelosi, D-Calif., is under fire over a tweet that appears to endorse the 2017 assault of Sen. Rand Paul, R-Ky., after the lawmaker revealed he tested positive for the coronavirus.
Paul’s announcement this past Sunday that he had contracted the virus led some other GOP lawmakers to self-quarantine, including Sen. Mitt Romney, R-Utah.
Washington Post congressional reporter Paul Kane echoed Romney’s concerns about contracting the virus because of his wife, Ann Romney, who has multiple sclerosis.
“He told us the other day his biggest personal concern was not getting this because his wife has MS. Now he can’t see her for almost 2 weeks,” Kane tweeted.
“Rand Paul’s neighbor was right,” Christine Pelosi reacted Sunday evening.
Paul was tested for the coronavirus before he showed any symptoms, which is rare, due to the fact that part of his lung had been removed after he was brutally beaten by his neighbor, placing the Kentucky Senator in an “at-risk” population with preexisting conditions.
